I had a quick read-through for the rules. With the first reading nothing which should be radically changed. In Finland we have two larger annual competitions in sniper skills. The “Simo Häyhä” competition, which is run by the local reserve officers and reservist associations and is also a “semi official” Finnish Championship competition. Currently it is only open for Finnish competitors even if we previously had also international participants. The other, “Finnsniper” is also internationally open. We have had quite commonly also participants from e.g. Norway, Estonia, Denmark, Germany, Spain, GB. The farthest team has been from Bahrain-a little bit different conditions for them.
I have been regularly taking part, in a couple of times as an organizer, mostly as an competitor. The rules are close to what Your friend has been writing. Maybe the main difference is that our rules in the sniper competitions have not been on the detailed level described here. Mainly because there are the basic regulations followed in all reservist shooting competitions (not only Sniper) which are used as a background. In other means, the IPSC rules also partly followed in the competitions are from my point of view already too detailed and the actual competition is “drowning” to the strict following of rules.
In all competitions there however is a common organization of organizers with selected representatives of the competitors for handling any questions concerning the events on the stages or any discrepancy in the evaluation of the results.
In both competitions the firing itself is only a part of the mission. The fieldcraft, standard military skills, navigation, recce missions, behaving in a mine field, camouflaging etc. are usually a vital part of the evaluation of the 2-man sniper teams.
